The research develops a system of indicators to monitor housing policy and market performance in Lithuania. The approach is designed to assist the implementation of Lithuania’s Housing Strategy as well as to facilitate comparisons with the countries in the European Union. The publication was prepared in the framework of the Lithuanian-Canadian Housing Cooperation Project sponsored by the Canadian International Development Agency. |

Sofia City Strategy is the first one supported by the Cities Alliance in a transition economy and has become the ultimate test for the appropriateness of the concept in this context. The Strategy converted analytical work into a strategic planning process, established a stakeholder vision for the future development of the city and action plans for priority areas. UNECE (1997) Human Settlement Developments in the Transition Economies of Central and Eastern Europe, Geneva: United Nations-ECE, pp. 70 (Tsenkova in partnership with Empirica). Research in the thematic area of urban and housing change resulted in the first comprehensive analysis of the transition process in Central and Eastern Europe and its implications for urban planning and management. It provided recommendations for action in key public policy areas - economic development, housing, infrastructure provision, social service delivery, and governance. UNECE (2000) Lithuania: Housing Profile, Geneva: United Nations-ECE, 86 pages (team leader). UNECE (1999) Slovakia: Housing Profile, Geneva: United Nations-ECE, 80 pages (team leader). The two studies of Slovakia and Lithuania were endorsed by the United Nations Committee on Human Settlements and established the analytical framework for follow-up evaluations in countries such as Romania, Moldova and Armenia. The housing profiles provide a systematic evaluation of legal, financial and institutional reforms in the housing sector and their impact on housing markets.
