"Sustainable Tourism Development" Seminar
Location: AIT, Bangkok, Thailand: 4 May 1998.
Key Speaker: Laurence Edelstein (President, Global Partners, Inc.)
Description: Mr Edelstein, head of an international business strategies
and tourism consulting firm, delivered his unique insights into the tourism industry in
Southeast Asia. Participants learned about such issues as how communities can become
involved in tourism development, what steps hotels can take to minimize the uses and
abuses of resources (eg, water and electricity), and the lending policies of international
finance institutions for tourism development. Given Mr Edelstein's vast knowledge of what
"sustainability" implies at both business and community levels, AIT has invited
him to return in September.
"Tourism and Hotel Industry in Indo-China and Southeast Asia" and
"Management of Tourism Attractions" Conference
Locations: Phuket, Thailand: 5 June 1998; and Chulalongkorn University, Bangkok,
Thailand: 9 June 1998; respectively.

Description: Prof. Jamieson presented papers entitled "Sustainable
Tourism and Urban Environmental Management," on the use of environmental technologies
to achieve sustainable tourism development, at two conferences in June. Focusing on how to
move from the rhetoric of sustainable development towards practical urban environmental
solutions, his discussions outlined some of the tools and processes that can be
effectively applied in Southeast Asian contexts (eg, GIS and facility management).
"Urban Environmental Management Assessment Technologies and Sustainable
Tourism" Workshop and "Technical Workshop on Sustainable Tourism"
Locations: Bangkok, Thailand: 21-22 September 1998; and Manila,
Philippines: 29-30 September 1998.
Key Speakers: Walter Jamieson (Project Leader, EIA focus area), Laurence
Edelstein (President, Global Partners), and Gus Ribeiro (GWN Systems)
Description: Prof. Jamieson, Mr Edelstein and Mr Ribeiro (a GIS
specialist in development) teamed up to deliver two successful workshops in Bangkok and
Manila, with participants from both public and private sectors. The workshops were
concerned with identifying processes for assessing the tourism-related environmental
infrastructure of a region or community. Issues included planning and management, GIS
applications, Environmental Impact Assessments, carrying capacities and community
participation.
"Cumulative Effects Assessment" Workshop
Location: Office of Environmental Policy and Planning (OEPP), Bangkok,
Thailand: 19-20 November 1998.
Key Speaker: Bill Ross (Project Leader, EIA focus area)
Description: Responding to the OEPP's expressed desire for staff training
in understanding the practical and conceptual underpinnings of Cumulative Effects
Assessment (CEA), Dr. Ross brought his extensive Southeast Asian experience in CEA and EIA
to bear on some burning issues. The workshop concentrated on blending discussions with
group exercises on such difficult topics as defining and implementing CEA, policy issues
in CEA, and Canadian CEA experiences.
"QUEST: The Quite Useful Ecosystem Scenario Tool'" Lecture
Location: AIT, Bangkok, Thailand: 5 March 1999.
Key Speaker: David Biggs (President, Envision Sustainability Tools, Inc.)
Description: Quest is an innovative and interactive computer model
designed to initiate discussion and debate amongst various stakeholders on the topic of
sustainable development. It facilitates the evaluation of social, environmental and
economic consequences of a range of decisions and choices. Each Quest model can be custom
designed to adapt to the conditions of any given region, illustrating the ramifications of

"Virtual Reality: A Tool for Sustainable Urban Tourism Destination
Management" Seminars
Location: AIT, Bangkok, Thailand: February 1999; and Phimai, Thailand:
February 1999.
Key Speaker: Robin Letellier (VR Group)
Description: Mr Letellier, an internationally recognized expert on
recording, photogrammetry and virtual reality (VR), presented two one-day courses on the
uses of VR in managing heritage sites. He highlighted the important roles VR can play in
tourism development, interpretation, and cultural site management, as well as the main
recording tools currently being applied in the VR creation process. Issues arising out of
these seminars have formed the basis for several key on-going activities involving the
TTTP's Sustainable Tourism demonstration projects.
"The Cleaner Production (CP) Seminar"
Location: Erawan Hotel, Bangkok, Thailand: 29 March 1999.
Key Speakers: Bree Stanlake (Industry Canada) and others.
Description: In cooperation with Industry Canada and Environment Canada,
the CUCAIT UEM Program staged a very successful seminar on CP-related projects and
the potential for private sector partnerships. General comments from participants
(representing government agencies, international organizations, private firms, research
institutes, NGOs and others) indicated that their knowledge and understanding of CP issues
and techniques had increased, and that it was an excellent opportunity for networking with
other interested parties. Calls were made for further activities of this nature, and
suggestions were taken for topics of discussion at future seminars.
"Legal and Regulatory Frameworks for Sustainable Urban Environmental
Management" Short Course
Location: AIT, Bangkok, Thailand: 18-28 January 1999.
Key Speakers: 19 full-time participants
Description: This 9-day training course, co-sponsored by USAID, was
jointly organized by the UEM Program and the Environmental Law Program of the North-West
Center in Washington, D.C. The audience was composed of a dynamic group of mid- to
senior-level government officials, academics, and NGO representatives from around
Southeast Asia all active practitioners in the planning and implementation of
regulatory frameworks in their respective countries. Course activities included 3 field
visits to basic urban service sites (viz, Oon Nuch Solid Waste Plant, the Air and Noise
Quality Management Division, and the Si Phya Wastewater Treatment Plant), under the
direction of UEM Program Associated Professor, Dr. Richard Frankel.
"Cumulative Effects Assessment (CEA) in the Hotel Industry" Workshop
Location: Siem Reap, Cambodia: 2-3 June 1999.
Key Speakers: Bill Ross (Project Leader, EIA focus area), Murray Haight
(Project Leader, Cleaner Production focus area), Walter Jamieson (Project Leader,
Sustainable Tourism focus area), and Randy Shaw (BTG Golder & Associates)
Description: This initial Project session marked the launch of the
combined CP, EIA and Tourism (together: "CEA") demonstration project in the town
of Siem Reap, Cambodia, situated near the UNESCO world heritage site of Angkor Wat. The
event, attended by representatives of the public and private sectors, addressed issues
related to EIA and CEA (led by Dr. Ross), waste management (led by Dr. Haight),
sustainable urban tourism destination management (led by Dr. Jamieson), and the role of
the private sector in sustainable development (Dr. Shaw). Recognizing the potential
negative impacts that poor environmental management could have on the success of the
tourism industry, this workshop signified the beginning of an initiative which is both
significant and timely.
"TTTP Cleaner Production Demonstration Project" Workshop
Location: Cha Am, Thailand: 5-6 June 1999.

Suaranatha (WISNU Foundation, Bali, Indonesia)
Description: Presented in cooperation with the Thailand Environment
Institute (TEI), this workshop served several purposes: to train the management and
technical staff of local hotels in CP issues and technologies; to showcase experiences
relating to composting and hotel waste management from a project in Bali, Indonesia; and
to raise awareness and solicit partners in the TTTP's CP demonstration project in Hua Hin,
Thailand. Topics of discussion included CP data collection and auditing procedures, waste
management theory and practice, and the feasibility of composting. As well, work was begun
towards the development of a "Cleaner Production Guide" and a "Technical
Manual on Organic Solid Waste Composting for Hotels." Participants in the workshop
included hotel staff and management, representatives of the Tourism Authority of Thailand
(TAT), local government officials, members of the regional hotel association, and TTTP and
TEI team members.
"Thailand Urban Cultural Heritage" Workshop
Location: Chiang Mai, Thailand: 21-22 June 1999.
Speakers: Andrea Czarnecki (Coordinator, CUCAIT UEM TTTP) and
others
Description: This major workshop was sponsored by the World Bank, the
Tourism Authority of Thailand (TAT), UNESCO, Chiang Mai University, and the National
Economic and Social Development Board (NESDB) of Thailand, and attracted over 100
participants. Its objectives were: first, to foster a broader understanding of the
potential of cultural heritage as a tool for local economic development in urban areas,
and second, to develop viable approaches that promote sustainable local development while
minimizing cultural degradation. Ms Czarnecki presented her paper, co-authored by Prof.
Walter Jamieson (Director, CUCAIT UEM TTTP), on the TTTP's sustainable urban tourism
destination management demonstration projects in Phimai and Klong Khwang, Thailand. As a
result of this presentation, the TTTP and World Bank will continue to work together, in
follow-up activities and other related functions.
"Sustainable Development in the Tourism Industry" Workshop
Location: Luang Prabang, Laos PDR: 26-27 May 1999.
Key Speakers: Walter Jamieson (Project Leader, Sustainable Tourism focus
area), Bill Ross (Project Leader, EIA focus area), and Murray Haight (Project Leader,
Cleaner Production focus area)
Description: The themes of this event covered sustainable tourism
destination management (Prof. Jamieson), Environmental Impact Assessment (Dr. Ross), and
Cleaner Production for hotels (Dr. Haight). It was held in the UNESCO world heritage site
of Luang Prabang, and was organized in conjunction with the National Tourism Authority
(NTA) of Laos and the Luang Prabang Tourism Office. The workshop was a great success,
attracting participants from the federal government Departments of Commerce, Industry,
Handicrafts, Communications, Post, and Culture, as well as from the NTA and over 20 hotels
and guesthouses in Luang Prabang. Discussions dealt with specific tourism-related issues
such as changing community lifestyles, promotion and marketing, infrastructure and human
resources, and intra-governmental coordination. The NTA and TTTP teams are looking forward
to future workshops together.
"Road Safety: A Deadly Urban Experience" Seminar
Location: AIT, Bangkok, Thailand: 16 June 1999.
Key Speaker: Frank Navin (Seconded Faculty, CUCAIT UEM Program)
Description: Dr. Navin presented some of the current road safety programs
in North America and their innovative funding schemes. He demonstrated that they are all
related to a fundamental risk definition, as well as a very useful management descriptive
known as the "Haddon Matrix." He went on to demonstrate how this general risk
equation could be adapted to Asian contexts, and what kinds of safety programs might be
most successful.
"Women, Children and Waste" Seminar
Location: AIT, Bangkok, Thailand: 17 June 1999
Key Speaker: Virginia MacLaren (Seconded Faculty, CUCAIT UEM
Program)
Description: Citing examples from the "WASTE ECON"
project (a 5-year CIDA-funded program in Vietnam, Laos and Cambodia), Dr. MacLaren
discussed issues concerning women and children in the waste management systems of
developing nations, as well as interventions necessary to meet the many challenges. This
seminar was organized jointly by the UEM and Gen-Dev Programs.
"Using Graphic Computer Technology for Community Visioning and
Development" Workshop
Location: AIT, Bangkok, Thailand: 13 September 1999.
Key Speaker: Graham Daneluz (University of Calgary, Canada)
Description: This one-day workshop was held in two sessions. The morning
component established a conceptual basis for illustrating impacts and assessing potential
changes in communities as a result of development activities. The afternoon session
introduced participants to the use of appropriate software applications, including
hands-on demonstrations. The workshop was well-attended by representatives from government
agencies and NGOs, as well as by students and interested individuals.
"Environmental Impact Assessment (EIA)" Workshop

Description: This workshop will be aimed at facilitating the
participation of government and hotel industry representatives in the TTTP's CEA
demonstration project in Siem Reap, Cambodia. The topics will be EIA-oriented, and
designed to provide a foundation for understanding the basic concepts and practices

"Environmental Management for Hotels" Seminar & Discussion Session

Guest Speakers: Kate Davey and Jady Smith
Description: Based on their experiences in resort waste minimization and
management in Australia, Ms. Davey and Mr Smith will discuss environmental management
systems (EMS) for hotels. Specific topics will include environmental training, monitoring
and reporting, as well as environmental impacts and alternative management techniques.
This seminar will form part of the UEM Program's new course on "The Management of
Urban Environmental Change." Following this event, there will be an informal group
session where the speakers will relate their experiences as international environmental

"Compost Training for Hotels" Workshop

Description: Following the completion of environmental assessments of
participating hotels in the TTTP's CP demonstration project, Dr. Haight will conduct
compost training for hotel staff and management in Hua Hin. This will be a very practical
hands-on session introducing basic techniques involved in the processing of organic solid

Background: The Asian Institute of Technology's (AIT) Urban Environmental
Management field of study takes the challenge of contributing to the improvement of urban
poors work and living environment by producing environmental management
professionals through annual series of training course on this crucial urban issue. The
training course "Urban Poor, Environment, Infrastructure and Services" is aimed
at imparting the expertise and disseminate the wealth of knowledge and field experience
that AIT has accumulated through teaching, research and outreach activities. Through the
teaching, research and outreach activities of AIT's faculty, professional and research
staff and students over the years, AIT has played a pivotal role in improving Asia's urban
poors living and work environment through greater access to urban infrastructure and
services. Initiated in 1997 by UEM/AIT through the participation of UNICEF officials in
Bangladesh, the course has later evolved into an international setting ushering the
participation of officials from across the countries of the South Asian and the Southeast
Asian regions. In 1999, the course was implemented with the collaboration of CUC.UEM
Project AIT.
