Housing Policy, Privatization and Market Performance
A central topic of the policy-oriented research and advisory work of CityInvest
is the interaction between government intervention and housing markets in Central
and Eastern Europe, corporate and institutional restructuring in the housing
sector and the emergence of private house building. Major topics include the
functioning of market institutions, the obstacles to establishing competitive
management, and the design of appropriate policy instruments to enable more
efficient operation of actors and institutions in local housing markets. The
social effects of housing privatization and subsidy restructuring are also of
particular interest.
Urban Development and Sustainability
The studies in this area comprise projects related to: elaboration of strategies
and programs for urban development; legislation and policy reforms in the field
of regeneration, improved governance, local finance, spatial planning and service
delivery. Research also centers on issues such as development of community based
strategies to deal with poverty and social exclusion.
Training
Dr. Tsenkova has developed specialized training modules on urban policy,
housing and neighbourhood planning, regeneration, international development
and urban social policy which have been offered in several universities
across Canada and in Europe. Since 1999 CityInvest has been a partner
to the Baltic Initiative Program and has carried training modules in Canada
for Eastern European housing experts and in Latvia on housing management.
