V.108 Release Notes

The latest release focused cleaning up some issues related to recent UI enhancements, updates to brand colours (UCalgary red and maroon), and some enhancements and fixes to accessibility features in the system.

Some initial changes to the authoring experience in the layout builder were also included in this release.
