URGC Programs

The University Research Grants Committee (URGC) is responsible for the operation of several awards programs with the majority of the work managed by two standing Sub-committees (Science, Engineering and Medicine Subcommittee and Social Sciences and Humanities Subcommittee) which review applications according to established guidelines and make recommendations for funding. The URGC is a committee of the Vice-President (Research) and is managed by the Research Services Office.

As of 2015, the URGC will hold one annual competition in the Winter semester.

Grant Programs and Deadlines

  • Faculty Seed Grants (Science, Engineering, and Medicine)This competition is open to applicants whose research falls within the domains of CIHR and NSERC. Seed Grants are designed to aid individual researchers and leaders of research teams in the development of applications for external funding.  The assumed target is an application for funding to one of the two relevant federal granting councils (CIHR, NSERC) or other, equivalent, external funding agencies as appropriate to the researcher's academic discipline. For further details, consult the Funding Deadline Calendar. Eligibility

Individuals holding continuing academic appointments (tenured or tenure-track) with explicit research expectations are eligible. Individuals holding non-tenured or otherwise contractually limited Board appointments are eligible provided the terms of the appointment explicitly include the expectation of independent research and the supervision of graduate students.

 

Selection Process

Each application is independently reviewed by four primary reviewers according to program-specific criteria (see program guidelines). A preliminary ranking of applications for each program is then provided to the relevant Sub-committee for an in-person discussion of applications. The Sub-committee arrives at a consensus on the final ranking and recommendation for funding of an application.

On the basis of the recommendation of the Sub-committees, grants will be awarded upon approval of the Vice-President (Research) and within the competition budget.

 

Budget

Competition budgets fluctuate year to year, as the URGC is supported by several variable and restricted sources of funding:

  • NSERC General Research Fund: NSERC grants to the President of the University the unspent balances in the university’s completed NSERC grants, for the purpose of supporting research in the natural sciences and engineering.
  • SSHRC General Research Fund: SSHRC grants to the President of the University the unspent balances in the university’s completed SSHRC grants, for the purpose of supporting research in the social sciences and humanities.
  • SSHRC Institutional Grant: on the basis of an institutional application, this grant is awarded to support research in the social sciences and humanities.
  • Vice-President (Research): provides funding for URGC grants ineligible for funding by NSERC or SSHRC.

Terms and Conditions

SPECIAL CONDITIONS: Grant funds may be used only for the project and purposes described in the application.

1.

University Research Grant Committee (URGC) Seed grants are designed to aid researchers and leaders of research teams in the development of applications for external funding.  The assumed target is an application for funding to one of three federal granting councils (CIHR, SSHRC, or NSERC) or other, equivalent, external funding agencies as appropriate for your academic discipline.

URGC Partnership Seed Grants provide support for the development of partnership arrangements and research activities that will be suitable for future SSHRC Partnership Grant or Partnership Development Grant funding opportunities.

The recipient of a URGC grant must adhere to any conditions stipulated in the relevant funding program guidelines.

The recipient of a URGC grants will be expected to apply for external grant within one year of the completion of this grant.

2.

Reporting - A final report on the work funded by the URGC must be submitted to Research Services within one year after the end date of the award.  The brief final report must make reference to how the funds aided and contributed to a new external grant application. The final report must include a copy of the external grant application, or clearly indicate the external grant application reference number, title of the submission, funding agency and program, and the submission date. For URGC Partnership Seed Grants, in cases where a partnership has failed to develop, the report must detail the steps taken to establish the partnership, reasons for its failure, and any plans to establish a new partnership for related activities.  Grant recipients who have not submitted a final report to Research Services (rsogrants@ucalgary.ca) will not be eligible for future URGC or other Vice-President (Research) funding.

3.

Use of Funds - Expenditures may be made only for those cost elements identified in the application or Notice of Award and program guidelines approved by the University Research Grants Committee. The transfer of funds from one budget category to another is permitted, however, the use of funds for a previously unspecified cost or new budget item requires URGC approval. ONLY REVENUE FROM THIS AWARD IS PERMITTED IN THIS PROJECT ACCOUNT.  Travel expenses for conference attendance are ineligible unless also used for the purpose of partnership development activities pre- or post-conference.

Timely Expenditure of Funds: the URGC has a financial responsibility to external sponsors, including NSERC and SSHRC, as well as the Vice-President (Research), to ensure the timely expenditure of funds allocated for the support of research. Grant holders who have spent less than half of their funds at the mid-point of their grant term may be asked to clarify their expenditure plans or, in certain cases, to refund unused funds so they may be reallocated by the URGC or Vice-President (Research).

4.

Term - The termination date of this award is specified in the URGC Notice of Award. The term of URGC Seed Grants (SEM or SSH) may not exceed eighteen (18) months. The term of URGC Partnership Seed Grants may not exceed twelve (12) months. Extension requests made beyond term of this award will not be approved.  Residual or unspent balance funds remaining in the project account at the completion of the term will be refunded back to the URGC.

5.

Equipment/Library Materials - Books, journals, reports, microfilm, capital equipment, etc., acquired with grant funds are the property of the University. Upon completion of the project, control is transferred to the applicant's department or to the Library.

6.

Intellectual Property – URGC Grant funds must be used in conformance with the University’s Intellectual Property Policy (http://www.ucalgary.ca/policies/). “Intellectual Property” means the material or communicable result of scientific, humanistic, literary, and artistic endeavour. It includes, but is not limited to, works in the form of scientific discoveries and inventions, designs, patents, trademarks, books, monographs, papers, paintings, drawings and sculpture, performances, computer software, and lecture and conference presentations.

7.

Personnel - Personnel employed with grant funds are not University employees and are not subject to the provisions of the Support Staff Collective Agreement. Funds may not be used to employ any member of the Grantee's family or any member of the University's academic staff.
