The Faculty of Humanities established the Markin-Flanagan Distinguished Writers Program in 1993, when Calgary philanthropists Allan Markin and Jackie Flanagan gave a $1.3 million donation to the University of Calgary's Building on the Vision National Fundraising Campaign.

The Program is funded by the endowment and is governed by a Steering Committee made up of local writers, business people, creative writing professors, students, and university administrators.
